Admin Help for Housing Association Boards

A board in a Swedish housing association, a bostadsrättsförening, runs what is in practice a small property company, mostly in evenings and weekends. Much of the load is not decisions but administration: keeping the member register current, sending meeting notices, writing minutes, answering residents and chasing contractors. Many associations already use a management company for finances and technical matters. This guide covers the admin that falls between, what a board can safely hand to an assistant and what must stay with the board.

Member register and changes

The association must keep a register of members and of apartments, including pledges noted on each apartment. It changes with every sale, inheritance and new pledge, and errors cause real problems for banks and buyers. An assistant can record changes, check that documents are complete, send confirmations and remind the board of pending approvals. The board, or whoever it has delegated membership approval to under the statutes, still decides who becomes a member.

Because the register contains personal data, the association is the controller under GDPR and the assistant a processor. That requires a data processing agreement, access limited to what the task needs and a routine for deleting data about former members.

Meeting notices and minutes

  1. Build a yearly calendar with the annual meeting date and the notice deadlines your statutes require.
  2. The assistant drafts the notice and agenda from the board's decisions and sends them in the ways the statutes allow.
  3. Motions and documents are collected in one folder with a clear deadline.
  4. During meetings, the assistant or secretary takes notes; the assistant turns them into a clean minutes draft.
  5. The chair and adjusters review and sign, digitally where the statutes and your routines allow it.

Check your statutes for notice periods and methods before changing anything; they differ between associations. A simple housing association website with a members' page reduces the paper and questions around meetings.

Correspondence and contractors

A shared association inbox, not board members' private emails, is the single most useful change. An assistant can monitor it, answer routine questions from a prepared list, route technical issues to the manager and keep a log of open matters.   • Prepare standard answers for recurring questions: keys, laundry booking, renovation rules, subletting applications.
  • Define what is urgent, such as water leaks, and who is called then.
  • Keep a simple log of each matter: date, who asked, status, next step.

Handover when the board changes

Board members change at the annual meeting, and that is when knowledge disappears. Make sure logins, the domain, the shared inbox, digital archives and the password manager belong to the association and are handed over with a checklist.
