Grants and Support for Digitalising a Small Business

Small businesses in Sweden often hear that there is money to be had for digitalisation. Sometimes there is. Support schemes are opened and closed by regions, national agencies and EU programmes on their own schedules, with changing criteria and limited budgets. This guide does not list current calls, because any list would be out of date within months. Instead it explains where support is usually announced, what the main types are, what applications typically require, and how to plan a digital project so it makes sense with or without a grant.

Regional development schemes

Swedish regions are responsible for regional growth, and many have at times offered support to small businesses for buying external expertise, including digital development. These have gone by different names over the years, such as business development cheques or consultancy support, and are typically a share of the cost up to a cap, for a defined project that strengthens the company's competitiveness.

  • Calls open and close; some regions run them continuously while budget lasts, others in rounds.
  • Criteria differ between regions: company size, industry, location and sometimes a minimum project cost.
  • Support usually covers external services, not your own time or ordinary running costs.
  • Ask the region's business advisers directly; they often know about upcoming calls before they are published.

National agencies and calls

National calls tend to be larger and more specific. Vinnova funds innovation: a new product, service or way of working that is genuinely new, often with a research partner. Tillväxtverket manages national business programmes and EU regional development funds, much of which reaches companies through regional projects rather than direct grants. A straightforward company website or webshop rarely qualifies for national innovation money. A new digital service, a platform or an automation that changes how the business works has a better chance, if it is described well.

What applications usually require

  1. A project description: problem, goal, activities and how the project strengthens the company.
  2. A budget with quotes from suppliers, often more than one.
  3. A timeline, usually with the start after the decision date.
  4. Company information: financial statements, number of employees, de minimis declaration for state aid received in recent years.
  5. Co-financing: your own share of the cost, in money.
  6. Reporting afterwards: invoices, proof of payment and a short final report.

Budget for the time it takes. A small application is a day or two of work; decisions can take weeks or months. If your need is urgent, the grant route may simply be too slow.

Planning without relying on support

The safest plan is one that is worth doing at full price. Build the business case first: what the project should achieve, what it costs, and how long it takes to pay back. If a grant then reduces the cost, the project gets better; if it does not come, the project still makes sense.   • Split the project into a first stage you can fund yourself and a second stage that a grant could accelerate.
  • Ask suppliers for written quotes with a clear scope; they are needed for applications anyway.
  • Check whether support requires that nothing is ordered before the decision, and time your contracts accordingly.
  • Keep all documentation from the start, since reporting requirements are strict.

Decision rule: apply when the project is at least a few weeks away and fits a published call; build without it when timing matters more than the saving. Frequently asked questions

Is there a national digitalisation grant for all small businesses?

Not as a permanent scheme. Support is mostly regional and time-limited, with specific criteria. Check your region and verksamt.se for what is open right now.

Can I get a grant for a new website?

Occasionally, through regional support for business development, if the website is part of a project that strengthens the company. Ordinary website replacement rarely qualifies.

Can I start the project while waiting for a decision?

Usually not without risk. Many schemes only cover costs incurred after the decision, and ordering before it can disqualify the whole project. Read the call's rules carefully.

Does Almi give grants?

Almi mainly offers loans and advice. Some innovation support has had grant elements, but for most digital projects Almi is a financing and advisory route rather than free money.
