It is at least three: technical work on the site, content that answers what customers search for, and the authority that comes from other sites and directories. Each has a different rhythm and a different natural owner. This guide compares the three ways of buying SEO on cost, continuity and skill mix, and describes the hybrid that works for most Swedish small and mid-sized companies.

Agency: breadth and process
An agency gives you a team: someone technical, someone who writes, someone who reports, and a process that keeps going when one of them is on holiday. The cost is that you are one of many clients, the people change, and the monthly report can become the product. The best fit is a company with real search volume in its market, a budget for a monthly retainer over at least a year, and nobody internally who wants to own the topic.

Freelancer: focus and key-person risk
A good freelancer is often the best value in SEO: one experienced person, no account manager, direct conversations and lower overhead. The risk is concentration. If they are ill, overbooked or move on, the work stops, and the knowledge of your site leaves with them. Freelancers also tend to be strong in one of the three jobs and average in the others, so match the person to the gap you actually have.

In-house: context and cost
Someone inside the company knows the customers, hears the sales calls and can write a page about the question a customer asked yesterday. That context is worth more to content than any tool. The limits are cost and breadth: a full-time SEO hire is a significant salary for a small company, and one person cannot be a developer, a writer and an analyst at once. In practice, in-house SEO usually means a marketing person who owns content and measurement and buys the technical part outside.
- Make it right when you publish content regularly and someone on the team can write clearly about the business.
- Give them a few hours a week protected for it; SEO done in leftover time does not compound.
